According to media reports, the names of 2 former Labour Cabinet Ministers said to be `Household names` appear on the `Operation Ore` list of subscribers to hard-core child pornography. The same FBI investigation, which led to the arrest of rock star Pete Townshend.

Jim Gamble On Paedophiles (June 2007)
Some child sex offenders should be encouraged to seek treatment rather than be sent to prison, the police's child protection chief says.
Jim Gamble, of the Child Exploitation and Online Protection Centre (CEOP), said some offenders who viewed child porn could be given a police caution.
He believes treatment in the community is a practical way of dealing with the huge scale of the problem.
The CEOP was launched in April 2006 to tackle child sex abuse in the UK.
Since then the centre has received almost 2,000 reports from the police, members of the public, children and other agencies about child exploitation.
Some children's charities criticised Mr Gamble but he pointed out that cautions were already used to manage people who had viewed internet porn.
That included 700 people who were convicted earlier this year as part of an internet child pornography inquiry, Operation Ore.
"Not everyone does go to prison at the minute. Let's make sure the right people go to prison and let's manage the rest in a way that protects our children best," he told BBC News.
'Get help'
Earlier Mr Gamble said the information flow on paedophilia was increasing massively.
He suggested that to deal with the scale of the problem, some offenders should receive a police caution and then be managed within the community.
"We shouldn't be sending everyone that ever commits an offence - particularly of the viewing kind - to prison.
"There are people who have been dealt with by police caution who can be dealt with successfully in a way that allows them to maintain their lives and their families."
Mr Gamble said he was not referring to paedophiles who committed violent offences like the rape of a child, but he insisted that some offenders "at the beginning of the spread of abuse may benefit from a police caution and can be managed".
He said: "We've got to create an active and real deterrent that diverts them (predators) from committing this offence before they do, and that's something that we're really focused on.
"If you're an offender, our message to you today has developed to a stage whereby we're saying 'for goodness' sake, go and get help before you get caught'."
'Bafflement'
Ray Wyre, director of RWA, an independent child protection group that aims to help to rehabilitate sex offenders, said that not everyone who downloaded child pornography was a paedophile.
"They see a sentence under pictures that says 'three virgins', or something like that, and they get curious as to what that is, and they download it. It's that easy to have illegal images on your computer."
He said people who downloaded child porn were already being given cautions, which led to social services only allowing the offender to have supervised contact with their own children.
'Just as guilty'
But Michele Elliot, director of Kidscape, said people who view child pornography should not escape jail.
"They are just as guilty as the person taking the photos. If they did not view the child would not be abused, therefore I think these people deserve prison," she said.
The Sun's managing editor Graham Dudman told BBC Radio 4's Today's programme that people's reaction to Mr Gamble's comments would be "bafflement, outrage and anger".
"Viewing is the same as arranging or taking these photos. If we cannot protect our children by sending predatory paedophiles to prison then we have truly lost the plot."
Research by the National Society for the Prevention of Cruelty to Children (NSPCC) found that 16% of women and 7% of men claimed to have been sexually abused involving physical contact before the age of 12. That suggests that one in nine pre-teenage children has suffered abuse.
The research helped to launch the charity's "full-stop" campaign to counter child abuse.

Recent high-profile cases of child sex abuse have roused national revulsion against the adults who perpetrated them. Rarely mentioned is the sobering statistic that more than one-third of the sexual abuse of America's children is committed by other minors.
For many of the therapists and attorneys who deal with them, these juvenile offenders pose a profoundly complicated challenge for the child-protection and criminal justice systems. It's a diverse group that defies stereotypes, encompassing a minority of youths who represent a threat of long-term danger to others and a majority who are responsive to treatment and unlikely to reoffend.
"There's a long continuum, from kids who will never do it again to a kid who probably will be an adult rapist/pedophile," said Steve Bengis, executive director of the New England Adolescent Research Institute in Holyoke, Mass. "It's not a 'one size fits all' yet we end out with public policy that's geared toward the worst 5 percent."
That public policy includes a federal law, the Adam Walsh Act, with a requirement that states include certain juvenile offenders as young as 14 on their sex-offender registries. Many professionals who deal with young offenders object to the requirement, saying it can wreak lifelong harm on adolescents who might otherwise get back on the track toward law-abiding, productive lives...read more

Leicestershire :Frank Beck, an ex-Marine who had become a qualified child-care worker in Leicestershire Accused of Buggery And Rape of Children.
DURING THE 1970s AND 80s, Frank Beck, an ex-Marine who had become a qualified child-care worker in Leicestershire, gradually came to be regarded as one of the most gifted residential social workers of his generation. Young criminals who had a record of violent assaults often became well behaved in his care; habitual absconders stopped running away. Adolescents who had driven others to despair became devoted to Beck, and some would always remain so. Few people appear to have understood either Beck’s charisma or his potent home-brew of psychoanalysis and regression therapy. But it evidently worked. Dorothy Edwards, the then Director of Social Services, reportedly told a friend: ‘I don’t know quite what he’s doing, but he’s doing it very well.’
Gradually, however, Beck seems to have come to resemble the leader of a cult, and some of those who worked with him began to rebel. There were complaints about him using excessive force. Then, in March 1986, two male members of his staff complained that Beck had made sexual advances to them. Several members of staff, they said, had been groped, kissed or undressed by Beck during training sessions.
These complaints destroyed Beck’s career almost overnight. He was suspended, and he promptly wrote a letter of resignation which implicitly admitted the truth of the complaints (while at the same time calling them ‘overstated’). ‘I cannot say how sorry I am’, he wrote.
Here the story might have ended. Early in 1989, however, during an investigation into one of Beck’s colleagues, a man alleged that he had been buggered by Frank Beck while in care. An inquiry was launched, and the belief grew among those involved in the investigation that Beck was at the centre of a paedophile ring which involved pornography and snuff films. In the largest operation of its kind ever mounted in Britain, Leicestershire police interviewed almost 400 people who had been in Beck’s care and collected more than a score of allegations against him.

Gradually, however, Beck seems to have come to resemble the leader of a cult, and some of those who worked with him began to rebel. There were complaints about him using excessive force. Then, in March 1986, two male members of his staff complained that Beck had made sexual advances to them. Several members of staff, they said, had been groped, kissed or undressed by Beck during training sessions.
These complaints destroyed Beck’s career almost overnight. He was suspended, and he promptly wrote a letter of resignation which implicitly admitted the truth of the complaints (while at the same time calling them ‘overstated’). ‘I cannot say how sorry I am’, he wrote.
Here the story might have ended. Early in 1989, however, during an investigation into one of Beck’s colleagues, a man alleged that he had been buggered by Frank Beck while in care. An inquiry was launched, and the belief grew among those involved in the investigation that Beck was at the centre of a paedophile ring which involved pornography and snuff films. In the largest operation of its kind ever mounted in Britain, Leicestershire police interviewed almost 400 people who had been in Beck’s care and collected more than a score of allegations against him.
